      It’s used to describe something that is real and in practice, regardless of what the law says. Palestine is de jure (by law) supposed to govern itself but it is de facto (in reality) run by Israel. So he’s really not even using the term right. De facto suggests that laws or rules are different from his reality. Which means he’s using it wrong, because he doesn’t own or rent anywhere and lives on the street. He’s both de jure and de facto homeless. So he’s just using it to sound smart
